Task requirements

Subject to formal establishment, a vacancy may arise for a Warrant Officer OR Flight Sergeant ANY Profession to serve as WO PCPMO at RAF HIGH WYCOMBE on Additional Duties Commitment Terms and Conditions of Service (TCoS), with an initial proposed start date of 07 April 2025.

CAS’ Air People Campaign Directive is our response to the most significant challenge currently facing the RAF. As part of the People Campaign PMO, you will be at the heart of the response to this workforce challenge. It is a high profile and fast paced role and will require your organisational, prioritisation and stakeholder management capabilities in equal measure, and will be an opportunity to showcase your skills at the highest level. The Air People campaign will feed into the central Defence People Recruit and Retain team, being overseen by VCDS, and into ministerial-level activity. This role goes beyond PMO management as there will be a need to drive elements of the programme, putting Air’s response to the challenge on a campaign footing. As such, we are looking for someone who can see the bigger picture, who has collaboration, analytical and problem-solving skills and can build confidence and credibility within their team as well as with senior stakeholders. This is a role with the opportunity to develop your programme management skills, raise your profile and finetune your organisational and stakeholder management capability.

The individual will be required to:

  • Work in a programme management role, while utilising their previous skills and experience of Requests for Information, within the high-profile People Campaign Plan under DCAS, as well as develop and adhere to Knowledge Exploitation guidance and act as the link to LEAD (Leadership Explorations and Development) talent cohort.
  • The incumbent will need to dynamically manage the Requests for Information associated with the People Campaign (PC) across 2* business areas, within HQ Air up to 3* and 4*, as from MOD Centre, actively prioritising throughout.
  • Experience in project and programme management, as well as a strong background and detailed knowledge and experience of RAF HQ processes (military) will be critical to ensuring success in this role. Working in a Whole Force environment they will need to work seamlessly with the team to deliver transformation across the AoR.

    The individual will need the following attributes:

    • Organisational Skills: Ability to manage fast-paced RFIs, using a system to ensure accurate capture and disseminate of information succinctly and efficiently, and to co-ordinate both within and out with the PCPMO team.
    • Analytical Skills: Ability to interpret complex data, generate insights to inform data-driven decisions.
    • Strategic thinking: Ability to align programme benefits and outcomes with broader organisational strategies, while also maintaining a keen eye for detail.
    • Professional Effectiveness: Able to operate in line with high-level intent. Significant capacity to deal with volume, breadth and pace of work. Ability to prioritise quickly and effectively.
    • Communication Skills: Strong written and verbal communication to effectively convey information to diverse stakeholders, including the Air senior leadership team.

    Responsibilities include the following:

    • Ensuring appropriate data protection measures are applied to information management and responses.
    • Coordinate requests for information and manage the timely response to requests.
    • Support SO2 Information Assessment in delivery of intelligence outputs.
    • Maintain a RFI repository to capture requests, co-ordinate information flows, and minimise duplication of effort.
    • Use knowledge gained to improve governance decision-making, innovation and efficiency
    • Act as single point of entry for Defence People team and maintain liaison on matters of the moment.
    • Other tasks required by the CoC to meet the PCPMO objectives.

    Essential competencies

    (Aviators) Must either have been, or currently be, a OR9/OR7 ANY Profession

    List required competencies here, for example:

    • Experience and confidence in establishing and running an RFI (request for information) repository.
    • Confidence and willingness to embrace innovative and new ways of working.
    • Confidence and experience in dealing with busy 2* internal business areas, and liaising and reporting into 3* and 4* within HQ Air, as well as with MOD centre staff (1* office).
    • Evidence of Project Management experience.
    • Evidence of inter-personal skills such as organisational skills, prioritisation, communication up to 2* level.

    Desirable competencies

    • Aviator Development Course 4.
    • Command experience.
    • Exec WO experience.
    • HQ Air or staff HQ including Jt HQ experience.

    Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

    The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 2 years (ECR has an end date of 31 Mar 30).

    Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

    Candidates must be attested before their 61st birthday. However, suitably qualified personnel may be considered but a waiver must be sought from SO1 Res Spt prior to interview.

    Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

    Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

    Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

    Admin Discharge.  Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.

    Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

    Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

    Flexible Working Arrangements.  This post requires in-office of approx. 3 days a week. However, in accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

    Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

    Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

    Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF High Wycombe.
