Task requirements
A vacancy has arisen for a Sqn Ldr or Flt Lt (Any Profession) to serve as SO2 Air Mobility (AM) Force Safety, Risk and Resilience at the Air Mobility Force Headquarters (AMFHQ) on FTRS(HC) Terms and Conditions of Service (TCoS), with an initial proposed start date of not before 04 August 2025 (or later, subject to candidate status). Preference will be given to applicants with recent working knowledge and experience of Air Safety regulations and processes and experience in aviation/aviation-facing roles. This includes, but is not limited to, Aircrew, Air Battlespace Management, Flight Ops and Engineering branches.
The SO2 AM Force Safety, Risk and Resilience officer will report directly to the Deputy Force Commander and work across the AMFHQ and the AM Force to deliver assurance and staffing capabilities to support AM output. Specific responsibilities include, but are not limited to:
- Providing management of all AMFHQ Safety & Risk matters and encouraging the development of a Total Safety Culture, including delivery and management of all AMFHQ Air Safety governance meetings, publicity and DASOR oversight.
- Production of the AMFHQ Air Safety Management Plan, annual reviews, and updates when there are significant changes to circumstances.
- Participating in the planning and execution of formal Air Safety Assurance Visits to HQ 1 Gp MOBs and 1 Gp Platform operating locations in addition to ongoing Oversight & Surveillance activity when required.
- Monitoring and controlling post-Air Safety Assurance Visit actions for AMFHQ and subordinate stations.
- Co-ordinating and executing bespoke assurance activities and Organisational Safety Assessments as directed.
- Ensuring AMFHQ oversight of (and, where necessary, intervention in) Flight and Air Safety issues across the AM Force AOR and DH-facing domains to a level that fully supports the AM Force Commander (AMFC) exercising ALARP and tolerable judgments.
- Staffing Air Safety requests and other submissions to AMFC from station level (DDH level), and staffing directions from AOC 1 Gp (ODH Level) towards stations as required.
- Supporting SO1 A3, A7 Trg and SO1 A5 Plans on issues of Safety, Training, Assurance and Regulation (Policy) of AMF flying activity.
- Being familiar with MAA, AP8000, and 1 Gp Air Safety requirements, and providing guidance and support of the same.
- Being familiar with AM Force platforms and building close working links with RAF Northolt and RAF Brize Norton Air Safety Teams.
- Being familiar with the Health and Safety at Work Act 1974 (HASAWA) and JSP375 Management of Health and Safety in Defence to fill the role of AMFHQ Safety, Health and Environmental Protection Manager.
- Maintaining oversight of AM Force Business Continuity planning and resilience, taking a proactive role in Continuous Improvement of these areas.
- Where possible, managing risk data, using PARMIS, to provide the AMFC with oversight and understanding of all AM FORCE risks and providing data to support reports and Command Boards, as required.
- Specifically, filling the role of Risk Manager in support of the AMFHQ Commitments Team in delivering major projects, attending all planning and working groups to identify and manage project risks as they arise, reviewing and maintaining on PARMIS.
- Support SO1 Organisational Learning in the delivery of OL insights by attending as required AMFHQ Op Planning meetings and by conducting monthly liaison at Sqn level to enhance OL practices across the AM Force.
Essential competencies
- Must either have been, or currently be, a Flight Lieutenant or Squadron Leader (Any Branch).
- A recent working knowledge and experience of Air Safety regulations and process and experience in aviation/aviation-facing roles.
- Highly developed communication, interpersonal and staff skills.
- The following qualifications (or the ability to obtain these qualifications as soon as possible after commencing the role if not already held): MAA Air Safety Risk Management Practitioner and/or MAA Duty Holders Air Safety Course. Human Factors/Error Management qualified. MAA Flying Supervisor’s Course.
Desirable competencies
- Practical experience of managing Air Safety systems.
- MAA Occurrence Investigator.
- MAA Human Factors Facilitator Instructor.
- Knowledge of Business Continuity planning and implementation.
- Certificate of Business Continuity Institute (CBCI) (or completion after commencing post).
- A working knowledge of Risk Management and reporting systems (formerly SAPHIRE, now PARMIS).

Additional information
Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.
The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.
Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.
Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.
Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.
Joint Medical Employment Standards. The post is non deployable, non-safety critical, does not involve operational support activity and is sedentary in nature. IBN 94/24 applies.
Admin Discharge. Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.
Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.
Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.
Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.
Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).
Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760.
Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Brize Norton.
