Purpose

Primary Purpose

The primary purpose of the HMS BULWARK ER FTRS ME Senior Rate is to deliver defect repair and planned maintenance support alongside industrial partners as directed by military or civilian line management.  Support will be delivered as part of an HMS BULWARK ER Certainty of Delivery Agreement (CODA). By its nature this may require occasional out of hours and weekend work. Any out of hours cover would be confined within Devonport Dockyard and recompense delivered as Time of in Lieu (TOIL).

Secondary Purpose

 To act as a Divisional Senior Rate as directed by the RNTM.  To be employed as directed by the RNTM on suitable local engineering based tasks if surface team services are not required. To be actively involved in activities that will enhance personnel development alongside other team members.

Organisation and Accountability

The HMS BULWARK ER FTRS Team is part of the ESG Division headed by Captain Engineering. 

Tasks

The following tasks ensure the delivery of the primary role:  

To plan, supervise and carryout engineering support to HMS BULWARK utilising personnel as nominated by Line Manager IAW service line agreement.
  
Ensure all subordinates maintain the highest standards of discipline, dress and timekeeping.  

Supervise subordinate ratings to ensure completion of work schedule in accordance with the ER plan.     

Undertake the duties of HMS BULWARK ER Team callout providing out of hours cover as required. 

Supervise work and inspections as required by line manager.

To ensure all personnel are aware of and adhere to current Health and Safety regulations.

To ensure all personnel are aware of and adhere to current Quality Management System.

To liaise directly with external authorities to achieve their purpose.

To deputise for line management when ordered.

The following tasks ensure the delivery of the secondary role:

a.    Act as Divisional SR to personnel for the duration of their time as a support team member, liaising with their Divisional Officer as required. 

b.    Attend termly divisional briefings to remain up to date with current divisional policy. 
    

Essential competencies

Must be an OR6 of RN Engineer GS ET(ME)(ML) specialisation. OR4 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

OR7 applicants, if successful, will only be paid as and normally wear the rank of OR6.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Rank:     PO/CPO.

Desirable competencies

Mentoring training would be desirable. 

Selection Process

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.

Applications from those above normal FTRS/ADC retirement age (60) will be considered by exception.

  • RNFT/PES

Personnel on FTRS Limited/Home/ADC/VERRs commitments are exempt the RNFT/PES, unless they are a member of the RNR/RMR who should remain in date.

 Annual Salary and Leave

Pay will be in accordance with the pay scales published for the Armed Forces annually, and as governed by JSP 754.  Leave entitlement is detailed in JSP 760. Note, you are not able to carry forward leave from a Regular commission/engagement when commencing an FTRS Commitment or from one FTRS Commitment role to another FTRS Commitment role.

 Allowances.

Entitlement to allowances is in accordance with JSP 754 752 however the following should be noted:

Get you Home (Travel)                  Only paid to qualifying personnel on FTRS(FC)

Home Duty Travel                          Only paid to qualifying personnel on FTRS(FC), and those on FTRS(LC), (HC) and ADC are eligible to HDT if they are assigned to Inner London (defined as a five mile radius of Charing Cross).
