Task requirements

Subject to formal establishment, a vacancy may arise for a Flt Lt / WO / MAcr (Any Profession) to serve as Community Careers Liaison Officer at RAF Lossiemouth on Additional Duties Commitment Terms and Conditions of Service (TCoS), with an initial proposed start date of 24 March 2025 (or earlier/later, subject to formal establishment and candidate status).

The primary responsibility of Community Careers Liaison Officer (CCLO) RAF Lossiemouth is to develop and expand awareness of the RAF and its career opportunities using station assets. This will be executed through in-reach activities including the facilitation of face to face (F2F) and virtual events for both potential Regular and RAF Reserve applicants (‘Candidates’) and other civilian personnel/key influencers to RAF Lossiemouth. All engagement should ensure the target audience are exposed to and experience aspects of RAF life as an aid to making an informed decision to apply to join the RAF.

You will act as the R&S liaison link utilising Stn resources and use trade/branch ambassadors to support in-reach attract activities. This also includes bespoke events or as directed by the Gp Capt mission directive as well as RAF careers familiarisation events for target audience and key influencers.  You will maintain existing relevant relationships in support of OC CE and identify and establish new relevant long-term, close-working relationships with key establishments, influencers, and gatekeepers within the engagement area fed to you by the wider RF. In addition, where programme capacity permits you will support/attend careers fairs, apprenticeship events, graduate recruitment fairs to assist the CE staff provide a positive message about the RAF as a career of choice.

Job Specification

Your will be responsible through the CoC to Gp Capt R&S for meeting the following core objectives:

  • Main Effort (ME). Achieve the specified degree of candidate diversity within the delivery of the Into Training Requirements (ITRs).
  • Providing opportunities for all and promoting all professions through focused careers engagement, marketing, and recruitment practices, in support of the PM’s directive.
  • Improving recruitment of Under 18s, with an emphasis on Apprenticeships and DfE guidance that allows students to leave school at 16 for an RAF career, through focused engagement, marketing, and recruitment practices that informs candidates, their parents (or carers) and the broader education community. 

Your responsibilities will include:

  • Cultivating partnerships with UK-wide educational establishments (EEs), under-represented community groups, key influencers local government agencies, Racial Equality Councils and others to promote interest in the Royal Air Force and RAF careers. All target audience (TA) will be fed through attract/outreach teams.
  • In conjunction with your parent RAF Station, other RAF units, AFCOs, Engagement team, you will establish, promote and develop initiatives with interested agencies/parties to enhance the understanding of RAF career opportunities. This will be executed through delivering targeted stn careers events, F2F and Virtual Careers presentations, sponsorship and other promotional activities.
  • Virtual Station RJP events should be delivered on a monthly basis and offered to UK Wide candidates who have tangible interest in joining; such nominations will be fed to you through the AFCO teams and wider RF.
  • Coordinating targeted RAF Careers familiarisation events to the stn by key influencer groups and prospective target audience with the aim of increasing an understanding of the current ethos and lifestyle of the Service, promoting RAF career opportunities amongst community leaders, influencers and young people.
  • Exploiting opportunities to gain (spelling) favourable coverage of activities and initiatives in appropriate national, local and social media. Providing support to R&S marketing/media where required.
  • Maintaining records of activity levels and PXRs on the CE database and provide a comprehensive monthly report to OC CE.

Essential competencies

Must either have been, or currently be a Flt Lt / WO / MAcr (any profession) or Flight Sergeant (Any Profession) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

  • Must have broad Service and administrative experience, with an adequate knowledge and understanding of all current RAF Professions and Specialisations.
  • Must be prepared to work autonomously and prioritise workload without close supervision, albeit with recourse to advice and direction from CE Line Management and senior personnel within the HQ R&S Chain of Command.
  • Must possess a full UK driving licence with D1 annotation (for transporting groups in minibus).
  • The successful applicant will be required to undergo a Disclosure and Barring Service (DBS) check. Please note that no formal offer of commitment will be made until the successful candidate has achieved this.

Desirable competencies

  • Experience of RAF recruiting and/or delivering engagement activity on behalf of the RAF.
  • Should be permanently resident in the RAF Lossiemouth Area or be prepared to move/commute 2 of the 3 working days.
  • A strong working knowledge of basic IT for virtual delivery (MODNET and MS Apps). Should possess excellent communication and presentational skills.
  • Should have some experience of working with, or as a member of the RAF Air Cadet organisation and RAF Reserves.
  • Depending on previous experience, the successful applicant will be required to attend key elements of the PSTS Recruiters’ Course held at HQ R&S.
  • Should have practical experience of working with Educational Establishments, and with other external bodies/agencies.
  • D&I – Recent course completion.
  • Ethnic Minority awareness – Should be able to demonstrate an awareness of religious and cultural diversity.

Additional information

Unless already commissioned/enlisted in the Reserve Air Forces the successful applicant will be required to be commissioned/enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 up to 31st March 2028.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Admin Discharge.  Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements.  In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment.

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
