Task requirements

Four Investigation Officer vacancies have arisen at the OF3 level to conduct investigations into Army Service Complaints.

These posts are available under Voluntary Employment ex Regular Reserves (VeRR) terms of service and are suited to someone seeking the flexibility of part-time work for up to 90 days pa, potentially as part of a portfolio career. The initial contract will be for 12 months but can be extended in accordance with Reserve Land Forces Regulations up to the age of 65. Maximum age at time of acceptance is 60 years old.

The posts sit within the Service Complaints Investigation Team (SCIT) which is the internal investigative branch of the Army Service Complaints Secretariat, based in Andover. Working primarily from home, Investigation Officers conduct impartial factual investigations of Service Complaints submitted by serving or retired Service Personnel as directed and in accordance with JSP 831 and other extant policy.

Allocation of investigations will be based on factors including rank, experience and availability of the Investigation Officer, and will take into account the ranks of parties involved and the nature of the complaint. On occasion there may be a requirement to work collaboratively with other SCIT investigators as required.  

The Investigation Officer will be required to maintain a comprehensive record of all interviews, discussions, instructions issued, and actions taken in the course of an investigation, and to provide the Case Manager and Decision Body with regular updates on the progress of the investigation including any identifiable change to the scope of the investigation.  Each investigation should be completed within 30 working days (6 weeks), at the end of which they must submit a comprehensive investigation report to enable an informed decision on the complaint.

Essential competencies

The postholder must have served as a Regular OF3 or above, or as an OF2 who has been recommended for promotion.

The succesful candidate will be IT literate, competent and efficient with the ability to prioritise work and deliver within the 30 day (6 week) deadline.

Effective verbal and written skills are essential. 

Desirable competencies

An investigative and/or RMP background is useful but not essential and many SC IO are generalists. 

Experience working with Teams, Outlook, Word and SharePoint are very desirable. 

Previous experience as a Staff Officer is desirable, as is experience of working in the G1/J1 environment.

Routine remote working is supported and enabled with appropriate IT. The post is part-time but will require the postholder to deliver within 30 days (6 weeks) on acceptance of an investigation.

- The requirement for absolute discretion as the incumbent will handle daily, confidential personal
information of a highly sensitive nature.
- Attention to detail and the requirement for accuracy in their work as mistakes can have a
disproportionate effect elsewhere in the Service Complaint process.
- Compassionate understanding of the nature of the work and the impact of undue delay in the
process.

ARRG/VERR/ADC Project tasks are not WF authorised positions.   They are a temporary liability created specifically for a task and of a short duration; up to 12 months @ up to 90 RSDs, and therefore boarding and selection for these jobs does not attract substantive promotion or granting of AHR or SUPA.   A JPAN can be rank ranged to facilitate selection in a lower rank than advertised.    However, the intent is to fill the positions in the advertised rank and in only exceptional circumstances will a lower rank be selected to run to board.
